We the people have a problem, a US Medical Insurance Crisis: It is the duty of state governments to make accessible, to every citizen, affordable, quality medical coverage, in a timely manner. State governments have depleted their health care budgets due to federal mandates.  The federal government�s delay in reimbursing health care costs borne by the states is illegal and only causes more costs as the average patients condition worsens for lack of budget. 

 

This failure on the part of the federal government to fulfill its obligation will cause more premature deaths than tobacco and firearms combined. This petition directs the Congress of the United States and the President to immediately reimburse the mandated medical expenses the states have undertaken with respect to federal law.  


Participatory Democracy: Health care in America requires an overhaul.  Congress and insurance companies are primary obstacles to this needed reform. We ask the Congress to support us from the ground up. A) Listen to our governors to behave on our behalf. Also, B) modernize the system to eliminate waste and improve efficiency.  Free us to produce and live.

The states need to address health problems of the most needy, expediently, before problems grow out of hand, into ridiculously expensive situations.  If Congress supports the states, we can get help closer to home, where our votes are more powerful.

 

We need an overhaul of Health Care now, step by step, people insisting their representatives listen. Immediate insurance reform can instantly improve 40 to 80 million underinsured lives.  Congress must follows it's own law, immediate changes would result.


We petitioners call for the US Congress to pass laws and for the President of the United States to sign such legislation, that will support our Governors, and the National Governors Association,, and it's efforts to improve medical care through simple, logical means currently illegal for federal control.

This budget also assumes Wisconsin will fight for every dollar we're owed in federal Medicaid money. In the last two years, Wisconsin received almost $1 billion in revenue from this (reimbursements) source. In this budget, we're only counting on about half that amount - even less than Governor McCallum assumed in his budget proposal.    Even so, the skeptics are already saying we can't recover what we're owed. Washington is taking its usual position of saying they won't pay. Democrats and Republicans are in this together, and we all need to make sure Wisconsin's taxpayers get their fair share under the law.

 

Modernize the program, incrementally liquidate inefficient bureaucracy.

PHILADELPHIA (AP) - Increased Medicare spending does not necessarily translate into superior quality of care or improved health�  The study in Tuesday's Annals of Internal Medicine said Medicare might be able to reduce spending by 30 percent without jeopardizing beneficiaries' health, adding that more research is needed on how to "safely reduce" spending levels.

Debates over the need for further growth in medical spending and expansion of the medical workforce are largely based on the assumption that additional services will provide important health benefits to the population served. Our study suggests that this assumption is unwarranted. Our study also underscores the need for research to determine how to safely reduce spending levels. If the United States as a whole could safely achieve spending levels comparable to those of the lowest-spending regions, annual savings of up to 30% of Medicare expenditures could be achieved (3). Such savings could provide the resources to fund important new benefits, such as prescription drugs or expanded Medicare coverage to younger age groups, or to extend the life of the Medicare Trust Fund to better cover the health care needs of future retirees.

 

Support the people

Support the people by supporting the governor�s needs.  Give the power and the money back to the states. Federal programs are not efficient micro managing at the people level, these are states obligations and so rights.

 

 

Stop this ugly situation  
'un reported' 40 million under-insured are a hidden problem.   Walking around with the false sense of assurance that they are adequately covered.   If a serious problem occurs, they fall through the cracks.  Ubninsured can�t get preventive maintenance services

 

The theory is a healthy mix of well insured to uninsured per clinic, but in practice,  the clinics specialize in well insured or uninsured. Why?.

 

The Feds review clinics, and attack only the 'weak buffalos; and not the strong concerns.  They often take back 1/2 of what was paid, usually late to begin with, and the authority is not questionable.  IRS like authority and behavior with the clinics helping the most needy?.

 

Why do hospitals charge 800 for a scan if billed by an insurance company, but 3000 if charging an uninsured person?  Common sense show the problem with that, it is backwards.
